## Goal

全域 CSS 變數（Harbor Desk）與 Inter + Taipei Sans TC 已載入。

- Spec §9.2 視覺 token、§9 禁止項
- 字體：Inter（CDN 或 npm）、Taipei Sans TC（npm 如 `taipei-sans-tc` 或等價）
