T810 — single opportunity inbox shell

Goal

完成後使用者以 /app/radar/opportunities 作唯一商機入口，預設看到 pending＋today＋recommended，舊 today URL 會導向同一清單。

Out of scope

• 不接 review state live endpoint、不改後端。

Acceptance

• 舊 /app/radar/today 進入後保留 today＋pending 意圖。
• 導覽沒有第二個商機工作入口。
